The bubonic plague or black plague is a zoonosis, caused by the bacterium Yersinia pestis, which quickly infects a great number of people, being able to decimate entire populations. In April 2005, an international advanced research workshop entitled, “Preparedness of Medical Systems: Guidelines for Mass-Casualty Situations” was convened in Haifa, Israel, under the auspices of NATO. Numerous specialists from various countries addressed the management of problems that arise during the hospital and pre-hospital phases of a medical response to mass-casualty situations, as well as the issue of preparedness for potential toxicological events.
